Tom Clancy's Splinter Cell: Blacklist is really a stealth game of the intense, rule-based form, where each condition is a puzzle waiting to be solved. The United States has a military attendance in two thirds of countries all over the world, and some of them have had enough. A group of terrorists known as 'The Engineers' have had enough and begin a terror ultimatum called 'The Blacklist' -- a deadly countdown of expanding attacks on United States interests.

Following the events of Splinter Cell: Conviction, Third Echelon is dismissed and its remnants are reorganized into the newly formed Fourth Echelon. Splinter Cell: Blacklist has players step into the role of Sam Fisher to hunt down the terrorists and he becomes its commander. Back in the game, Fisher and his Fourth Echelon needs to stop a dangerous terrorist group known as the Engineers who intimidate several terrorist attacks on American territory to force the US Military to pull out of its foreign bases.
